Waulon Highpebble is a high-ranking member of The Far Seas Trading Company. He once oversaw the Isle of Refuge, directing young adventurers to either Qeynos or Freeport. He was reassigned to Queen's Colony and Outpost of the Overlord, and later reassigned as the Dockmaster at Butcherblock Mountains.
