1. The Librarian will give you the Min Frith Dorchae potion and the Acumen Occultation Instrument. Now you must use this potion on 9 tempest affected creatures. You'll find these creatures under the Void-Storms across Norrath. For a comprehensive list of the locations check the Tempest affected Creatures List. You have to wear the Acumen Occultation Instrument to see the tempest affected creatures.
2. Return to Librarian Motius Feldarn to get your reward.

• Academy of Arcane Science's Note of Service

There are many different rewards available. You can choose between Armor, Cloaks, Weapons, Potions, Drinks or Furniture scaled to your level. To choose your reward you have to turn in the Academy of Arcane Science's Note of Service to Scientist Dally Scrumplecog at the upper floor of the Academy of Arcane Science in North Freeport. Prices of the items vary between 1 and 5 Academy of Arcane Science's Note of Service.
