What does this information mean?

• Upon completing the quest The Secret Valley, you receive the item Potion of Earthwalking. This is not an item you can equip, but when you examine it, it gives this quest, and the ability to pass through the rocks to enter the Valley of the Rogue Magi.
• Subsequent purchases of the potion from Marcus, who stands at the entrance, gives direct access (examination is not needed again) to the Valley for up to 3 characters.
