Steps[]

Speak with an iksar informant just inside Sebilis ( -581, -104, 950 ) Copy/waypoint -581, -104, 950 to be taken safely to the Slave Quarters.
Gather the goods cache ( -236, -26, 440 ) Copy/waypoint -236.27, -25.75, 440.05 to the north of where you appear (5 minute respawn). Be careful; if you get too close you can aggro the iksar or chokodai there.
While in the Slave Quarters, use the key given to you to return to Foreman Guppka to complete the quest.
