This quest is an obvious cultural reference to Comedy Central's, Stephen Colbert. He has a segment on his show called, "Threat Down", where he counts down the top 5 threats to America, the world, etc. There is / was a long running joke about bears being the number one threat to America (and Stephen Colbert hating bears).

He is also alluded to in a Lord of the Rings Online quest having to do with bears as well.
