- Talk to Cassondra in the The Thundering Steppes, found roaming in Thundermist Valley.
- She will require you to get Windfeather's plumage, this will require you to locate and kill him.
- He spawns frequently and flies up and down the beach and the Northwest cliff...
- Return to Cassondra to complete the quest.
