If Varick is not visible you may need to target him by typing /target Varick then hail him. Alternately you can camp to character select and then log back in to trigger him.
You do not need to have any prior reputation with Teren's Grasp; however, if you haven't worked with them before, you'll need to manually hail Wyneta, either via keybind or by right-clicking her to select 'hail'.
