Glitched or Level?Edit

Greetings, I just got this heritage quest after examining the item. However, it seems that the first part requires me to go talk to Tavish Dracinov about the information on the tattooed flesh. So then I hailed her but she wasn't responding or talking back, instead she was just waving her hand to me. I am a level 65 Shadowknight in Crushbone server and the quest itself is a 68 heroic so it's either glitch'ed or it goes by the level...any ideas? Am I missing something? Thanks in advance!

Must go by level, was grouped with 59 & 64. both could not talk to Tavish Dracinov.

It is level, she will talk to you at 66th. I agonized over this myself... my paladin wanted his Empowered Ghoulbane as early as possible. :)

I have also heard that if you have the 'Wolves in the Throne Room' quest active, you cannot do this step. You must either complete or delete Wolves.

It would appear that you cannot talk to Havras 'Hack' Scutter if you are under lvl 68 either. Im lvl 67, got the ding off Tavish, but cant talk to Hack. *** Not confirmed - will update when lvl 68 ***

Is it possible to get the Capillarian Diadem if you've completed Ghoulbane? That's a much nicer reward for casters than another Ghoulbane. -b

If you sell your Ghoulbane the quest will be for Capillarian Diadem (or not as the quests are very badly bugged)
