Found the answer for Paladins, Rangers same problem? Edit

If you accept this quest BEFORE you get the Paladin Epic started, you can proceed. If you start the Epic and THEN try to get this quest, you CANNOT. I found that answer on the forums and then verified it by deleting my Epic. Thankfully, the 40k Reet faction is required for step 2 so I had barely started it.
