When i try to talk to hack to finish this quest, he keeps going through the ghoulbane empowered dialog. So, I guess you cannot finish this one if you're at that part of the symbol in the flesh HQ.

Just had that confirmed by a GM. Hack will not advance any other quests if you are on the ghoulbane empowered step. The GM was able to complete the quest for me though.
