Completed the quest at lvl 67 - Askr says "...Let me just prepare for the final ritual. While I'm at that, you should keep yourself busy getting stronger for the Stormfather's return. What we will do next will ask you to give everything you have; don't come back here if you can't give it."

Subsequent hails do not get the next quest. He says "I am still preparing, and you should prepare your skills for what is to come." Possibly a hint that the quest requires lvl 70 to get. ~~Strasha of Mistmoore
