Why wouldn't it? From the page history, it was probably introduced this Frostfell. Since this is a guide quest, you'll actually have to find a guide running it in-game in order to receive it. You can't just go pick it up anytime you want. --lordebon 18:39, 20 December 2008 (UTC)

I've been running all over QH and have never found the quest giver - Tamerlane

As stated on the main page and above, this is a guide-related quest.
