If you zone quickly, you can enter The Oratorium of Thyr and hail Flame Lord Thyr once. Kill his efreeti guards and then zone out and back in and repeat. Don't hail him again after efreeti guards are dead, or you'll be forced to kill him and end up with 18 hour lock out. Since you don't get lock out just by killing the guards, you can do this over and over again.
