I may have found a bug where you can do the last step before the second last probably when the mobs have been killed before you get there. Regardless if this happens just wait around until they respawn

misleading waypoint Edit

Insertformulahere the waypoint leading to the Kromtorr diplomat is actually about 500 yards north of where they 'pop'. Follow the waypoint to the giant's area until it runs out, then head south from there to the end of the left fork in the road and they should pop there.
