On this step of the quest, my character was sent to talk to Toranim Skyblade in North Qeynos in the priest faction area. The character on this step has completed the Restoring Ghoulbane HQ. Also, he is a Freeport citizen, and a halfing (betrayed). I think who you have to talk to and what items you have to get crafted are random.

The freeport and qeynos items are mixed as a freeportian I need 12 enchanted adamantine ore not the other one.

I'm a FP citizen, and i always was (no betrayal). He sent me back to NQ as well, and I have to get the ore. The other guildies who have done have all had to get ore and went to the dude in NQ. They are a mixture of qeynos and FP citizens. My best guess is that you only goto gogas if you didn't do ghoulbane yet.
