How do you get up the wall to the LOC?

Per a reported problem, which is a game problem, not one with the software as originally reported:
- Cannot finish quest. At the end of the finicky quest, it finishes ok, but "find the freed froglok" doesn't update as finished, quest remains open. When Jerome is hailed, he just hails back.
