I removed that line because i guess the quest didn't ask you to speak with him once you got the quest.

Once you got a Quest (see How to Start) you are asked to do steps as the quest journal says.

If the Quest says that you have to speak with the npc right at start again then it's ok

If you have to hail the npc only to start the quest and then go somewhere else it's not ok to say the hail part is step1
