The way this quest was documented, it made it appear as though it would lead to the The Price of the Crown quest, but that's not how it works (it may have at some point, but that's not the case now). There are two quest lines which run in parallel with one another. When you talk to Murrar Shar after reaching level 60, he will give you the quest Best of Intentions and send you to Lilly Ironforge. At the same time, but independent of whether or not you start the quests from Lilly Ironforge, you will receive a letter from Queen Antonia asking you to appear before her.
The quest line for Lilly Ironforge starts with Ironforged Requests and the Queen's quests start with The Price of the Crown. The quest lines converge with The Eyes Have It and requires you've completed both series of quests up to that point.
