1. Speak to Harun Clearsky, who is found on Whisperwind Isle at ( -560, 0, -400 ) /waypoint -560, 0, -400. If he is not present, then summon him by using your hardened pipe reed obtained earlier in the quest series.
2. Fly to Isle of Awakening. Summon Taer Felwind with your pipe reed ( 46, 200, 404 ) /waypoint 46, 200, 404.
3. Speak to Taer to complete the quest.
