Adds the following to an item: Phantom Pith   Level 70   Effects: When Equipped: On a successful attack this spell has a chance to cast Phantom Feedback on target of attack. This effect will trigger an average of 2.0 times per minute. If a melee attack is used, only the primary weapon can trigger this effect. Decrease power of target by 199 Increase power of caster by 170

Obtain: Crafted by a Transmuter using a recipe from Enigma of Transmuting Advanced Volume 8.
