Strictly speaking, the first thing you need to do is talk to Disciple Shula on the ramp above the Ortallian Encampment ( -36, -52, -756 ) /waypoint -36, -52, -756. She will tell you to visit the Sergeant Tuskin mentioned above. But it seems Tuskin will give you the quest even if you don't talk to her.
