to speak to Jabber Longwind, a Hooluk near the entrance teleporter.
Jabber in turn will tell you to jump down to the Hidden Refuge to speak to the commander of the Qeynos contingent, Murrar Shar ( 191, -236, 184 ) Copy/waypoint 191, -236, 184.
With the release of the Sentinel's Fate expansion, both this quest and On The Overlord's Secret Service were moved from their home cities to Tenebrous Tangle.
