- This NPC appears after killing the first wave of mobs in the ring event that spawns Captain T'Sanne. His only response to hails is a generic /hello emote, with no text. Most likely a forgotten NPC as his path is very erratic and he will spontaneously hop between the ground and the upper ramparts.
