What does this information mean?
Lord Nagafen is the target Raiding Guilds dream of slaying, but will most likely never happen. The main purpose of this NPC is as a quest giver.
Another (apparently identical) version of Nagafen exists in the instance The Arbiter's Master; in this instance, Nagafen will give quest 5 for Deathtoll Access.

This NPC is also used (in a slightly modified version) on the TEST server. It is used as a way to remove players (by eating them) from areas that they shouldn't be, such as at bottomless pits that aren't properly scripted yet, or in areas that do not have working teleporters. This NPC may also be referred to as Naggy.
