Spawns when you approach the location during the quest Peckett's Patrol. His last comments during the final part of his conversation allude to a hidden gnoll cave, not far away in the rocks behind him, where Animator Rotpaw lives and creates the magical, animated scarecrows that exist throughout Antonica.
