1. Kill three mobs are located in the Talonflight Armory:
   • Kill a Scaleborn trainer
   • Kill a talonlord bladehand trainer
   • Kill Talonlord Steelrend or his placeholder A talonlord bladehand at ( -55, 126, 155 ) /waypoint -55, 126, 155
2. Go to the door in the south to get the update ( 13, 126, 241 ) /waypoint 13, 126, 241. You will be ambushed by 3 64^ heroic Scaleborn warriors.
3. Go to the jail to get the update. Standing at ( 62, 127, 180 ) /waypoint 62, 127, 180 for a few seconds seems to work. I've also attempted to "jump" in to the cell from the stairs and gotten the update when I hit the wall.
4. Return to Emissary Kvikz.
