What does this information mean?

This is the second quest in the series to change your citizenship from Kelethin to Qeynos.

[edit] Steps

1. Visit the Southern Qeynos Tower and the Northern Qeynos Tower in Antonica.
   1. At the southern tower find Jenkins at ( -389, 4, 268 ) /waypoint -389, 4, 268
   2. At the northern tower you want to see Rathford at ( -392, 20, -289 ) /waypoint -392, 20, -289
2. Return to Duryo Valstath.
