Ultra Rare spawn... It is a caster so has low health just do as much dmg as you can as fast as you can. Also drops Trusight Leggings 22 str, 8 int, 40 health, 60 power, 225 vs cold, 472 vs poison, 178 mitigation, chain legs (Any chain / plate user can use them).
