What does this information mean?

You need to make or obtain a Forged Feyiron Dagger (38) and give it to Deputy Hopple.

You may make the dagger via weapon smithing, or purchase it from a broker. You will get a ding at the time of purchase or creation, then you must return the dagger to Deputy Hopple. If you don't get the ding, then Deputy Hopple doesn't see the Feyiron Dagger in your inventory when you visit him.

When buying the dagger from the broker, it appears as "Feyiron Dagger". Searching on "Feyiron Dagger" results in several pages of items, most of which are not what you need but that is your only choice. The one you want is handcrafted and attuneable. The "Forged" word does not appear in the title, so you get no valid items if searching for "Forged Feyiron Dagger".

The dagger is removed from your inventory when you complete the quest.
