Strategy[]
There are two named Goblins here, Gzaxr and Rbumk. They both have an infinite damage shield buff. If you kill Bilthor, they'll resurrect him at 50% health.
You'll need to drag Bilthor next to Gzaxr and Rbumk in turn. Have the tank stand close enough to touch the goblins while everyone else stands behind Bilthor and wait for him to cast Charring Breath. It does 35K damage and dispells, which at the time TSO was released would have been a 1-shot kill. However, when he starts casting he stops moving. Have the tank run behind him. If done properly, his breath will destroy the damage shield.
Once made vulnerable, neither Gzaxr or Rbumk will even try to fight back. Burn each one down in turn, then finish off Bilthor.
