1. Run along Compassion Road in North Freeport (along the coast, starts at Beggar's Court gate) looking for dissenting citizens. Hail them
   • Kill 8 citizens: tell em to "Follow me..." starts a fight (your level, one down)
   • Escort 4 citizens to Beggar's Court gate ( -144, -53, -355 ) /waypoint -144, -53, -355: tell em to "Don't worry..." turns the citizen docile and it follows you
2. Speak to Tullia Domna ( -210, -58, -177 ) /waypoint -210, -58, -177
   • If you insist she goes with you, you will be instantly killed by Hodga Blackblood, standing next to her. If you go the crazy-but-harmless route your quest still updates
3. Speak to Saveth Noolright at The Amphitheater of Kelkarn ( -68, -21, 130 ) /waypoint -68, -21, 130. Kill him (even con)
4. Speak to Lerenth at the Militia House
