Veteran Rewards are in-game /claimable items. There are several sets, with each subsequent set becoming available when the player's adjusted account age reaches or exceeds a certain number of days. You can see your account age on the Characer (C) window, listed on the Details tab. The adjusted account age is calculated as follows:

Adjusted Age (in days) = Real Age (in days) + ( 90 x (# of expansions owned, excluding TSO) )

If an expected Veteran Reward is not at first listed, simply close the /claim window and reopen it a moment later. Now, your Veteran Reward should be listed...

The veteran rewards were added in LU16 and all can be claimed once per character.

SOE maintains a page [listing the rewards], but it may not be fully up-to-date at any given time.
