These merchants reside in the faction courts of Maj'Dul: The Court of the Blades, The Court of the Coin and the The Court of Truth. They all sell housing, mounts and quest starters, plus faction-specific armors, house items and arena pets.
It requires a minimum 20,000 Faction with one of the courts to gain access to a court treasures npc.
