In order to start or to end this quest you need to talk to Knight-Captain Santis wheh he goes through ( 769, -25, 342 ) /waypoint 769, -25, 342
As of 6/9/11, in order to get this quest you can ONLY be level 5 (or chronoed down to it) per answer from a GM. Even using the option to show out-leveled quest feathers won't give you the quest.
Worked for me on November 1, 2011. Feather showed up (lvl 90 not mentored). I had to hail him many times until I got the quest exactly at the loc already noted.
