Triggers about 4.0 times per minute. Decreases Threat to target by (Y) Decreases Combat Mitigation of target by (Z). On a hostile ability cast this spell will cast Evade Blame on target of spell. Lasts for (X) seconds. This effect normalizes based off of a three second triggering event. Decreases Threat to target by (Y) Decreases Combat Mitigation of target by (Z). This effect can only trigger once every 1.0 - 6.0 seconds.
