Arbiter Selek is the starter NPC for the line of quests that grant Deathtoll Access; Selek can be found on a small floating island in Bonemire. Take the cloud transport from Drednever Crashsite to Cacotoxic Stain. When returning from Cacotoxic Stain, jump from the cloud onto the island. You must have completed To Speak as a Dragon, and, thus, be able to speak the Draconic, in order to interact with him.
There is no way to exit his island (unless you can fly) except by Evac, Portal or Calling home. Poor Man's Evac (jump off, die, and revive) is one more option.
