Arbiter Selek is the starter NPC for the line of quests that grant Deathtoll Access. As of GU 57, he is now on the lower southwest edge of the Halls of Fate island at ( 233, -847, 333 ) /waypoint 233, -847, 333 in The Bonemire. You must have completed To Speak as a Dragon, and, thus, be able to speak the Draconic, in order to interact with him.
