What does this information mean?

There is at least one vendor in every city and village zone (except Longshadow Alley) that sells Market Boards. In villages this is usually the landlord or innkeeper, or a General Goods vendor, but is almost always a vendor very near the door to the housing instance.

BUG: If you have one of these placed in the world, you may not be able to buy additional market boards from the vendors.

In addition, new characters receive a market board when they accept the quest to rent their first apartment (First Time Buyer).
