The arsonists are wearing rags, and carrying torches. They seem to be some kind of mob, and they run from one end of the cavern/tunnel to the other, then turn around and run back.

There are 2 groups, each group has 4 Samiel arsonists and one elite Samiel guard, apparently leading the group.

This group is fairly new, and almost certainly story-driven, but we have no clue why they are here.

It is also possible that their only purpose is to run into and fall upon unwary adventurers seeking to harvest peacefully inside the tunnel.
