What does this information mean?

I was able to attain this quest at level 48 adventurer and level 43 armorer. My assumption is that if you have 240 skill harvesting which is what you need to harvest these then that's why you can get it at level 48.

1. Go harvest (buying does not work) in any tier 6 zone ( Desert of Flames, The Lesser Faydark ), 25 of each
   • severed sandalwood
   • artichoke
   • Maj'dul coffee bean
   • caiman meat
   • sabertooth meat
   • prickly pear
   • darjeeling tea leaf
   • conger eel
   • tiger shrimp
   • stonehide leather pelt
2. Return to Qho Augren.
