The item of the same name as the quest is a drop from a small chest. The chest can drop from any mob in Antonica, and is not particularly rare.
The note tells you to hurry to Firemyst Gully before it is too late. Alas, no matter how fast you hurry, you are always too late. When you enter this instance of the zone (Firemyst Gully: A Foul Wind), you will find devastation and a large number of undead monsters that require killing.
